That is a REALLY old Wylex board,the more modern ones have the top and bottom terminals covered,but even them are at least 30+ years old,sorry if my above answer is a bit snotty!
 
Well i wanted to see if any one had spotted this as you see covers missing all the time also removed when miniture mcbs have been plugged in , i know what code is for a exposed conductive part didnt think your answer was snotty

If it is a CB board then I would 3 it but I have just highlighted this (see pic) as you can see the old wylex board you or a child could get a finger in this.

Old board? I was installing these as an apprentice! Old spark! If you look at the spark guard you will notice the whole front can be knocked out for protruding mcbs so theres no need not to have it fitted.
