dont think it is out till april. Where does it state should be rcd protected

In GN8 (page 141).

The RCD is shown in the actual switchgear/control gear for each individual item (Lamp standard or whatever).
 
There does not seem to be anything specific for street furniture in the regs.

5 second disconnection time for the distribution circuit (TT or TN)

Should be RCD'd (locally)

Only (the frame etc.) needs earthing if non-sheathed cables are used or class 1 fittings are used.

having said that I only have the 'old' GN8, as I haven't got the new revised copy

This is basically garden lighting fed from a ''domestic supply''. I don't think the section your referring too applies in this instance!! Though i may be wrong!! ..lol!!

it comes under the heading 'highway supplies' , as far as I read it, it does not really point to any difference as whether this is private or public.

It also points to section 4.12 in GN5, where it mentions the 'anomaly' re: disconnection times up to the switchgear in each item.
 
I think ''Highway Supplies'' is the clue here!! I doubt very much if it would apply to a domestic derived supply, for a few outside lights. This section covers Public Area Street/Footpath lighting be it on public or private commercial/industrial premises....

RCDs in stret lighting colums :S:S:S Im glad Im not working street lighting any more as the time would be spent resetting RCDS tripping due to dampness S.R.C. tried it in 1 scheme years ago but didnt go with it due to the dampness ,condensation and the water wicking up the swa
As for the terminations the BILL cutouts and SMK cutouts come with those pipe style entrys rather than glands dependant on the L.A. getting the work done most older types are done on the cheap using earth clamps and iv even seen some with metal clad F.C.U.

It seems the RCD is only required if you are using the street furniture for a temporary supply, my mistake, I was speed reading it

What that refers to are say car parks at a Tesco supermarket or whatever, not a domestic garden drive.

Basically where the general public have a general access too, this section would apply!!
 
It still is hard to say by the definitions given in GN8, if the OP's install falls under these Regs though, lol Iam not sure of the interpretation here.
 
Just thinking out loud here so don't shoot me!

If supposing the OP's outside lighting circuit had been originally wired in accordance with GN8, would this be why the original electrician fitted the earthing clamps instead of glanding them, to avoid the 10mm bonding issue with the columns ?, ie. by not earthing the columns ?

Your thoughts please.

Then you may well have to comply with the requirements of the Highway Supplies etc, in that case. Spark 68 posted a link to those requirements...

Why didn't you state this point in your OP, would have cleared up any misconceptions of this being a domestic installation from the word go??
