I had a call from a cousin regarding helping out with some electrical problems. She has applied to her council for a loan / grant for work on her cottage and they have sent someone out to do a survey. The paperwork they left states that they will need a EICR to prove the installation is ok, but also states that this is to be carried out by a "government scheme approved" part P contractor. I am prepared to carry out the EICR and any remedial work but I am not in any scheme as I am employed full time and don't do domestics that much. I was under the impression that any competent person can carry out an EICR. I am suitably qualified with nearly 30 years in the game, JIB technician and 2391. Could the council reject a certificate from me??

If they don't accept one from you they will have a job on justifying why. Give them a ring and explain you are more qualified than a lot of "government approved competent persons" to perform an EICR.

Just watch out for any remedials that require notification though.

Andy is right no need for part p scam to carry out an EICR if you have your 2391 then I would say you are qualified to carry out said task.

Thanks for the replies, I had a quick look on Saturday and the remedials will be to correct work carried out by the previous owners. It will be a maintenance exercise, replacing faulty accessories and re-terminating downlights correctly. I will also need a hank of sleeving as the previous spark seems to have ran out. I will not be installing any new circuits or relocating any accessories.

dont forget that your public liability will most probably have to be for £5,000,000....as its local authority work...

Check with them first. It sounds like a council requirement for the EICR and, as such, they may insist on it before awarding the grant. Council's have their own rules.

If it is not a council house I can't see what legal right the council have to say what builders or sparks may carry out the work.

Aye, put together to the council's spec. by those designated. Stupid, maybe, but that's the way it is, if they pay for it.

Having been down this path before I think you will find that although you can do the EICR based around your competency, the council will not recognise it and hence wont give the funding. Outcome, delayed money release for the cottage once a Part 'P' contractor has been used! If you havent done it already speak to the council but I'll bet the 'person' answering the call will have the same script and not recognise you.

Ive also come across the same on commercial properties where the insurance will only accept EICRs completed by those registered with NICEIC!

Bit like the pub landlord, "management reserve the right to refuse entry"!
