I had a call from a cousin regarding helping out with some electrical problems. She has applied to her council for a loan / grant for work on her cottage and they have sent someone out to do a survey. The paperwork they left states that they will need a EICR to prove the installation is ok, but also states that this is to be carried out by a "government scheme approved" part P contractor. I am prepared to carry out the EICR and any remedial work but I am not in any scheme as I am employed full time and don't do domestics that much. I was under the impression that any competent person can carry out an EICR. I am suitably qualified with nearly 30 years in the game, JIB technician and 2391. Could the council reject a certificate from me??

If they don't accept one from you they will have a job on justifying why. Give them a ring and explain you are more qualified than a lot of "government approved competent persons" to perform an EICR.

Just watch out for any remedials that require notification though.

Thanks for the replies, I had a quick look on Saturday and the remedials will be to correct work carried out by the previous owners. It will be a maintenance exercise, replacing faulty accessories and re-terminating downlights correctly. I will also need a hank of sleeving as the previous spark seems to have ran out. I will not be installing any new circuits or relocating any accessories.

dont forget that your public liability will most probably have to be for £5,000,000....as its local authority work...
i may be wrong like but...

The chances are,you may carry out the Eicr, but when the grant is issued she will be given a list of builders approved by the council, those builders will generally have their own sub contract sparks

If it is not a council house I can't see what legal right the council have to say what builders or sparks may carry out the work.

Having been down this path before I think you will find that although you can do the EICR based around your competency, the council will not recognise it and hence wont give the funding. Outcome, delayed money release for the cottage once a Part 'P' contractor has been used! If you havent done it already speak to the council but I'll bet the 'person' answering the call will have the same script and not recognise you.

Ive also come across the same on commercial properties where the insurance will only accept EICRs completed by those registered with NICEIC!

Bit like the pub landlord, "management reserve the right to refuse entry"!

Just an update, my cousin was persuaded to avoid the council grant, apparently they end up with rights over your property, so I was tasked with making the place safe. These photos are typical of my findings. I spent last weekend replacing damaged and re terminating accessories, replacing flex with 3 core + E and sorting out multiple jb`s. I will be testing this weekend and repairing anything else I find. I don't usually work on domestic and cant believe that someone could install to this poor standard 3v1s.jpg e7im.jpg 3lii.jpg qdeo.jpg 32my.jpg

Good pictures and good luck with finding ALL the dodges...I should really start recording some of my joy filled findings including, this week,a pensioner who had a FCU fitted for a boiler by a scheme spark and asked him to sort her standard lamp and display lighting on some cabinets. He had put 3 pairs of bell wires into a plug top to power the three, rewireable fuses,no RCD,cables laid the length of the lounge under carpet and over the grippers.:death:
