Yeh I've just read back a few!!fair point need some testing gear to test and find faults or use your wet finger but you will get same affect and no results
 
All the hand slapping aside - no one seems to have mentioned the most likely cause of which i would suggest one of the elements is failing, its also likely to not fully show on a IR test depending how bad it is; what i suspect is their is an earth fault related to expansion of an element case once its been on a while, if in deed the OP is lacking basic test equipement then running only one heater one night then the other heater the next night may bring to light which heater is faulting either that or the lighting ballast with same issue which does take longer to heat up and would be No1 suspect here.
 
Am I right in thinking that you have other equipment connected to the circuit as well , in the OP you mention about some fluorescents with the heaters !?
 
I can manage a job which requires no test instruments. But I know once I get one my view will change completely lol. I wouldn't de-isolate without being confident. But i might look at getting a MFT on finance if I can find that option but I'll leave that to another thread.

The only thing I would chance doing without basic test gear would be changing the battery in me torch or the light bulb (sorry ... lamp) in me ootside netty.
