Can you ask your buyers for a copy of the report or at best which BS 7671 regulation it refers to?
 
I would ask your solicitors to question tbe report and ask for some documentation to back up his finding , a c3 for an electrical report meens that an improvement can be made but the installation is in a satisfactory condition , i have no clue what a 3 meens in his report , but as others have said there is no electrical regulation that says that you can not mount a socket on a wooden skirting .

Or any wooden batten to be honest . It is a common practice.
 
You could simply ask the guy who carried out the survey if he's qualified to comment on electrical matters or is it just his opinion.
As the guys have said, he's probably talking out of his area$e.
Ask him why he thinks it's a fire hazard, ask him to quote specific regs to back up his claim.
Ask him how electricians put electrics in timber framed properties or these nice fancy log cabin holiday homes.
The guy wins my Richard Cranium award.
 
A '3' on a homebuyers report is "defects that are serious and/or need to be repaired, replaced or investigated urgently".

The buyers solicitors have said....."There is a plug socket which has been attached to the wooden skirting board. This is against regulations and a fire risk. Please arrange for this to be corrected."
