why must the SWA not be more than 2.5mm?

because you are coming off a 2.5mm ring. however, if you have a spare way in the CU, you could fit a 32A MCB and feed to garage with 6mm to allow for future increase in load.

It doesn't mean the cable mustn't exceed 2.5mm, you can have as high a csa as you like tbh. Can't go lower than 2.5mm though.

If using an FCU to spur off the ring, there is no reason other than VD why the CSA can't be lower.
