why must the SWA not be more than 2.5mm?

because you are coming off a 2.5mm ring. however, if you have a spare way in the CU, you could fit a 32A MCB and feed to garage with 6mm to allow for future increase in load.
It doesn't mean the cable mustn't exceed 2.5mm, you can have as high a csa as you like tbh. Can't go lower than 2.5mm though.
