Did you test the mem rcbo at the outgoing terminals or at a socket? MEM rcbos can't be tested at the outgoing terminals for some reason, add a metre of cable and it should work

You are correct mate, MEM recommend that RCBOs have minimum ouput impedance equivilent to a metre cable otherwise the RCD tests can be unreliable.

Tried it at the RCBO and further away - which was up 2 flights of stairs. So are you suggesting adding a short piece of cable at the CU to test it??
