usually, i would say yes, but imagine an office full of dumb blonde secretaries, pinning things to walls. in that situation, i'd be inclined to fit RCD protection to everything. each situation needs to be evaluated and installation completed using common sense as well as the regs.
 
Skilled/instructed could be used in, say, a factory where the socket is restricted to authorised workers plugging in a known tool or load, but in a showroom where the public go, non-electrically-savvy office staff will be plugging in four-way extensions, computers, fan heaters, lit display stands, reps laptops, cleaners with their wet-vacs and God knows what else.... Far too uncontrolled to say they are all skilled/instructed.

The question should be: is there any compelling reason not to install an RCD? Such as the electronic testing lab situation.

Considering how much water is about on boats and ships, how many RCDs were fitted on the boats and ships on which you served.
Dare I ask how many people serving in the Navy have been fried because of a lack of RCD protection?

as a ship is really a in TN-C system RCDs cant be used on ships. the Hull is the neutral and earth. Well it was when i worked in the yards wiring frigates
Totally different regs see BGB Reg 110.2
 
only on metal hulled ships. with wooden hulled ships, they were TT, the anchor being the earth rod. when under sail, nelson had to do without his morning toast as the ship had no earth and health and safety wouldn't allow the electrics to be switched on. even an RCD would not have stopped him losing an arm and an eye, and finally getting shot.
 
BGB does not apply to boats and marine craft. Besides i am sure Nelson would be classed as a skilled or trained person therefore nor RCD requiered

No never been in the navy (I have a boat its 48ft long)
I run a company that specialises in Garage works shops and showrooms.
I would have thought that a ship with water in it would probably be sinking.
Do they not have special fittings with high IP ratings
May be fit them in to the show rooms? Or do you not think that situations with wet or damp floors need any extra consideration?
In Portsmouth, sparkies when they come across a botched job, say it must have been done by a docky or a skate

Could I ask you a question.
Why are you on this forum every day for weeks on end? Have you no girl/boy friend, any work to do, no hobbies?
I like a lot of people come on here when they want to know something or are bored.
I only come on for a look usually and to have a bit of fun winding up the trolls, when I am on Holiday.
Not day after day weeks on end racking up thousands of posts.
Open the curtains look out side big world, lots of things to do and see.

Trouble is Sailor if everyone thought like you there would be nothing to see here haha, the fact some guys spend time here is due to the fact they like helping genuine apprentices or electricians with problems, where would the forum be if everyone had 10 posts and only popped on once and a while whilst on holiday.

That’s a scam don’t you know you are wasting your money, it’s not official, no one takes any notice of it give it up.

And it is the responsibility of the client to make sure that all opperatives are trained or supervised sufficiently?

I guess the correct answer is: whatever you as the installer decides.
BS7671 doesn't require RCD protection, if the persons using them are considered skilled or instructed.
Yes it is the responsibility of the employer to ensure their employees have the training or supervision to carry out their work activities safely.

Oh don’t neglect the kids I spent many hours with My two boys tucked up in a cosy cabin half way across the Atlantic studying BS7671, when we got to the windies they could recite it chapter and verse (Little clue there for those in the know)
Trouble is one became a doctor the other a race car driver, but what the hell they have wasted there lives but it was there’s to waste.
When I think they could have been scratching about in a loft and living in a council house, are well what you going to do kids eh who’d have them.
