Check the neutrals leads are on the correct bar, especially if a high integrity board, had this from a manufacturer the other day.
 
If you have continuity through L-L, N-N and E-E and insulation resistance readings are ok I would double check your connections in the new CU. double check your neutrals especially, I'm sure it will be a split load board so make sure all neutrals are on the correct neutral bar I.E if a circuit on RCD1 has it's neutral connected to RCD2's neutral bar this will cause your problem. Check the main neutrals from the RCD's to the neutral bars havnt accidentally been connected the wrong way round, also some boards have a third neutral bar straight to the main switch for connecting rcbo's etc make sure none of the rcd circuits are connected to this bar. Those are the first thing I'd be checking in your case, hope this helps? :-)

You hear these stories, haha so and so p***ed in his sock drawer the rat @r$ed **** and think "nah! urban myth". Until it happens! After a night on the lash I once let a mate crash in our back room, that day I'd been drilling out five polycarb enclosures and installed a rake of Powercon chassis sockets down the sides. I'd laid them out in a line on the table ready for wiring.
Me and the missus came down in the morning to find the sleazey gimp had filled two of 'em to the brim. I mean wtf do you say??

Mind you, I was deeply impressed not only by the volume of wazz he'd produced but also with his aim and the degree of watertightness I'd managed to achieve without any gasketing! :D
