So a cu change consists of:

1. Pir or eicr first, so for a 12 way board done correctly will take the majority of an 8 hour shift?

2. Correct remedial work if any?say another few hours

3. Change CU, say 3 hours

4. test all circuits, 3 hours again.

So two days for a CU change. Is this normal practice?

That's a little more like it, although you may be over egging the pudding now.
Go to www.esc.org.uk and look for the best practice guides. There is one for changing a CU which will point you in the right direction.

However, as with all things electrical, it's how well you want to sleep at night that really counts.
