Hmmmmmmmmmm am only asking if it will be safe for now as i know next week i will be doing it as im going to wire his garrage up etc.

If you are dead set on helping him out then, I'd split the "ring" so as to have an equal number of sockets on each leg and put two 10A radials in.:)

Highly unethical and prone to MCB's operating but "safe":D

You really do need to make sure the job is done properly if you are putting your name to it.

1.5 will handle 20A in ideal installation conditions. Ring it and you can pull 40A, so in it's present condition it is safe. The worst thing you could do is split it IMO.

I personally would insist on rewire or walk away tho.

I never said it complied. Just that it was safer than splitting to 2 radials.
