Identifying two legs of the ring at a socket is important here.
I regularly find three cables at some outlets, and also a spur from a spur is quite common.
 
i tend to agree with adam but it could be safer testing at the c/u because you being remote from the c/u and if someone switched the circuit on while you were holding the phase conductor. I know its a long shot but it could happen.

Safe Isolation includes locking off the circuit so that's just not a possibility;)

i use both methods depending on circumstance. I asked the same question of the forum about 2 yerars ago. I even do it sometimes on initial verifications, to save messsing with the lovely neat board somebody, or myself has wired. Theonly ossibility of danger using this method (assuming the mcb IS LOCKED OFF) is that you could have the ends of the ring terminated into different MCB's
 
On my Elecsa Assessment last year I was asked to carry out an end to end continuity test on a ring final circuit. I asked "Do you mind if I carry this out at a socket outlet as I would prefer not to disturb my nice neat wiring" :)

The assessor said that this was fine :thumbsup
 
The only problem with checking End to ends at a socket (which I often do), is that you leave any paralell paths in circuit, I.e. I have had it before where you get cpc-cpc continuity at a socket but not at the board, turned out to be an undersink water heater. For that reason I always do at least and cpc end to end at the fuseboard
 
If the rfc cpcs are cross connected to other circuits or extraneous metalwork it will be evident when tested at a socket and/or the DB.
So it proves little.

Small domestic installations are generally under the control of the person inspecting so its unlikely that the client will wake up and turn on the installation to biol a kettle without you being informed beforehand .

If you test at the CCU then you have the option to disconnect all extraneous earth paths. This is not an option at a socket outlet.

However, I use both methods. Because I'm worth it :shades_smile:....... and I'm ****** expensive !
