Went to work this morning, oh hi Pete, fancy having a lad for the day on job training from the local school? why not I thought, this lad spent most of the day on his I phone, if he wasn't texting he was playing cowboys with the battery drills, oh my god I need a drink, ah that's better, what a pratt, and his old man was one of the bosses what could I do? got him tomorrow as well, any advice would be appreciated, not looking forward to it, go sick, take leave or suck it up?
 
Take a firm stance, make him do stuff, give him hell if he doesn't. A lot of kids seem to mooch through the day because they have too many distractions and not enough direction. Set him real challenges and he might rise to them? The boss ought to be impressed that you are trying to make best use of available resources...
 
Make him leave the phone in the van and he can use it at lunch time he's there for work experience he wouldn't be allowed to have textual intercourse or play games on his phone at school during lessons
 
Find a common interest, football or drugs and chat to him and get him to hold things then as the day progresses ask him to do more
Or ask him if he knows any dirty birds his age and get there phone numbers
Or tell him electricians earn a small fortune and if he does well you'll speak to kid dad and he might get a good wage

Chances are he's just bored - if you give him something to do he'll probably give it a go, he might even enjoy it, then the day will go quicker for both of you. If he's just stood there watching you mess about with bits of wire, passing you tools or holding the steps he'll find something else to entertain himself with, ie phone. Back in the old days before mobile phones bored apprentices used to stand around with their hands in their pockets staring into space, which was frowned upon just as much - if you restrict his phone usage without giving him anything worthwhile to do you'll probably find he reverts to the old school methods of killing time.
