And theres me thinking putting an earth clamp on a service cable was an absolute no no.

clamping the lead sheath of a cable with a clamp = compression fault = BOOM!

..........Use an earth-leakage clamp meter around the cpc's or use it around the live and neutral together which will give you a reading of the difference between them, ie the amount flowing to earth.

I think you may be misunderstanding my suggestion. I was talking about using an earth leakage clamp meter around the incoming L+N tails, I wasn't suggesting he install an earth clamp on the incoming cable.

From reading the OP its sounded to me as if the shock was from the actual clamp on the service cable and not the earth conductor.
