should i report this company???

I work for the a HA, and to be fair standards are high, we stopped using contractors for electrics as the standard was poor. However depending on the agreement, you may find the HA is notifying the work, so the sparks don't need to pre notify BC. The best thing to do is report them to CEO of HA, it tends to be lower levels of management that don't resolve issues, as they think it will reflect badly on themselves.
That said your mate may be working through another electrical contractor, normally HAs will have one main contractor and lots of subbys, if this is the case, they may be the best place to report them too.

after all that, your mates work sucks, take him down the pub, explain the errors of his ways then get him drunk, on the way home push him in a river/canal/ on a railway etc and put him out of our misery

If you know the housing association, just call the person in charge of the maintenance plan. They will be paying for a proper job & will expect it to be rewired to the proper standard. They will not want to repair his screw ups for the next 10 years.

Explain you had to get involved due to the danger. He could then carry out a routine inspection without involving you.

You never know - you might get some rewires out of it.

I work for a housing association in the nort of england, the in house sparks amd our senior QS's are constantly battling with the property investment team,no whom have electrical backgrounds. They like to hire contractors to do rewires and upgrades etc. As they are apparantly cheaper and offer better value for money for our customers. The stuff we come across at a later date is unbelievable. 10mm earth cables at the stop tap have been poked up into the pipe boxing to make it appear it is connected. Henley blocks inside the consumer unit, just to name a few.
Many of our customers tell us that about 5/6 lads come in and bang it off in a day, take the money and start the next one the day after. Its us that has to go and correct the work when its discovered. But all seems good to the people that control the piggy banks.

Dont get me wrong some of the contractors r good lads with decent standards of work, but generally our customers hate having sub contracotrs in their house and many are starting to refuse them.

I have to say I struggle with the constant stream of 'should I report yet another cowboy?' threads on this forum.....we are not the electrical police. Why do so many on here spent so much time fretting over other peoples work in properties they have no personal interest in?.....As long as I'm getting it right I dont give a stuff what the others get up to,if the works as dangerous as made out they will get their come-uppance in the end without any interference from us.

They may get their come-uppance, but only after some poor sod is injured or the property burns down.

If the installation is as dangerous as the OP says, i beleive he has a responsibility to do something. The tennant of the property will think all is ok house just been rewired without any informed knowledge of the dangers. After a cert has been issued it will be a few years before the next EICR.

It sounds as though the sparks doing the job doesnt give a ---- either way, and wont be rectifying faults he knows about.

I think standards can vary between different blokes, but if you cant do a safe rewire you shouldn't attempt it.

It is up to the housing association ordering the work to ensure the work is carried out to a reasonable standard,it is also their responsibility to ensure contractors they employ are bona-fida members of a scam....all this information is readily available in the scam registers of contractors. If they have employed scallywags off the street without proper checks they get what they deserve.
It is up to the scam providers to ensure work by their members is to an acceptable standard.
It is not the responsibility of another electrician with no connection to the job to go around 'reporting' others....Be very careful the self appointed 'Electrical Police',you might just find your actions come back and bite you on the arsenal.
