Without looking in the BGB/BRB i would say yes, normally a 1.5 twin can carry 19amps

Putting it on a 16a breaker will stop any equipment being plugged in that will overload it and DAMAGE the cable

however as good practice i always use 2.5 twin for most socket outlet work, the odd occasion requires 4mm
 
I would also use 2.5 if possible - there's technically nothing wrong with what you're suggesting apart from being a little unconventional, but as mentioned someone may want to use it for something else in the future, or add to it.
