I have an old vacuum motor that is 110V, 8A
It is way too fast. I need to slow down the rpm's.
Can I use a regular ceiling fan/light dimmer switch to do this?

Dimmers are designed for resistive loads, your motor is an inductive load.
 
I suspect this is a universal motor which are commonly fitted to vacuum cleaners. Ideally a universal motor needs a load to limit it's ability to run at over speed and this is achieved in a vacuum cleaner with the fan, without a load it can run to a point of apparent destruction. You must also consider how the motor is cooled, within a vacuum cleaner this is done by the air being drawn over it and you will notice expelled air becomes warm quite quickly.
Your motor has been removed from the vacuum cleaner hence it no longer has a load or a means of cooling.

I would suggest you forget this, never heard anything like it either, if the "old" motor isn't up to scratch then buy one that is
