Existing research explains the slow migration of Electrons through a cable with DC current..(they move about a fast as a snail), in A.C. there is no net migration of Electrons they just wiggle back and forth- its the propagation of the Electromagnetic Wave that travels close to the speed of light.

That's nearly what we used to say as kids when playing off ground tigs, that we were actually hovering off the ground, this theory would only be used when all other excuses for not been "on" had been exhausted.

Well its hypothetical as anything with mass cannot achieve light speed as it would require more energy than available in the universe so only way to answer is to assume the car and occupants were pure Energy thus able to achieve light speed meaning to an observer the car with headlights would appear out of thin air as if by magic together.

Light is always observed as travelling at the speed of light relevant to the medium it's travelling through regardless of your own apparent motion. You observe the wave leaving you travelling at light speed...the car approaching you observes it travelling at light speed. The only explanation for which is that time is passing at slightly different rates for both of you. Enter Einstein and Relativity. But as you say it all goes to ratcrap if you get to lightspeed yourself, which you can't.

The one I love is that time also passes at different rates depending on how exposed to gravitational fields you are. This means they deliberately have to break the hyperaccurate timer 'clocks' they put in GPS satellites. When the satellite is on the ground it 'ticks' at slightly the wrong rate compared to the clock in your GPS receiver and would give you incorrect results. But when it's in space and further away from the Earth's gravity, because time is passing at a marginally different rate because of the lower gravity, it now keeps perfect sync with the clocks on the ground that it was out of sync with when it was on the ground. Both completely bonkers and 100% true.

Im already aware from past input you are up on your theory of special relativity and yes GPS setup has to make compensation for the difference of gravity and speed something Einstein predicted many decades ago but its strange how many people dont realise the satellites doing their phone positioning etc work in a different time frame to the users on earth as time is slower for the satellites.
