I need to install a sub meter for an office and the supply cable is going to be a swa. The thing i need to know is what is the best way to connect the swa to the meter?

use an addaptable box place the box close to the meter on the ingoing side of the meter and put the live and newtral straing in then you can loop your tails out the meter

or like above wyles to a din rail mounted meter
