Some year back there was a case of a young girl killed by being sucked down to the bottom of a pool when being emptied through the power drain...
It's unlikely tht a small domestic garden pump and a single lamp will come anywhere near close to overloading even the smallest (3A) fused spur...
Also short cycling (rapid and prolonged on/off cycles) of the pump could drastically reduce the run capacitor lifespan.
Have you verified that L1 - L2 - L3 are all OK and showing around 400V?
For it not to be working L1-L2 but now working on something else (I guess...
