is it possible to install an earth stake inside a building {underfloor} rather than outside as house surrounded by concrete or is it better to go through concrete leaving stake outside

There is no reason why you cant put the stake inside the house

Remember,that if you put it inside,it will need to be accessible.Never seen it done myself,have always put them outside.

I have seen it don as ell normally in older commertial units with a solid concrete floor. Has to beaccesable as mac says

You can install a rod internal,but if there is a waterproof membrane under the floor( as per normal)then you may very well damage it and create a damp problem
Safer to install external

the other times i have seen an internal earth rod is in millitary installs
