Can any of you guys shed some light on why a TT system, doesnt need a distributors cut out?

I know it needs a cut out. The question come from a customer today who said he didnt need one because its in the on-site Guide page 16 figure 2.3:eek:
 
Did they also show you their qualifications??

I think they could be thinking of the isolator which isnt always supplied by the DNO.
