I have had a similar situation and phoned NICEIC tech helpline about it.
Answer was test where you have been able to bond to and the point you should of bonded to. If the result is less than 0.05 ohms then this is fine but record the deviation of bonding points on your MWIC certificate
 
Try to explain to the owner that he just as well get it done now or its gunna to have to be done in 2 years when he sells it, Not the kinda thing you can say "I dont want it done"
 
I knew someone who got bullied into fitting a floury when there was no c.p.c in the lighting circuit.

Bad news, but it tends to be the younger guys who get knocked about imo.
 
so, following on from sjm's post, bond to locasl pipework and use a wander lead to the water stop tap and gas meter locations, measure resistance of the pipes. if under 0.05, then record as a deviation on the cert. best you can do in the circs.
 
is that your actual readings? if so then just put deviation on cert and note the readings as well.
 
If your really not happy, than write a letter stating the reg number and the reason why it couldn't be carried out than get customer to sign it.
 
its the grant work he's doing, it gets inspected by a plumber in a suit and if there isnt a 10mm at the stop tap and gas meter the job fails and the company have so many days to put it right.

am i right in saying though, if you bond at point of entry to property, if gas meter etc is external, you are still infact complying with bs7671
 
You sure it's an RCD, and not an ELCB If the installations that old ?? Either way, that RCD has got to be Replaced, end of story!!!!

I don't want to sound pedantic here but I feel it's important to make a distinction between Voltage Operated Earth Leakage Circuit Breakers (VOELCB) and Current Operated Earth Leakage Circuit Breakers.

The current operated devices are actually what we now know as RCD's but were badged as ELCB's when they were first produced and as long as they pass the usual instrument/functional tests, are fine to remain in service.

The voltage operated (yellow test button and terminal labelled 'frame') need to be replaced.
