Using twin & earth for sub board

I've got experience of installing but didn't have any experience of testing or calculations etc before I started. Brought a Fluke tester, gn3 and just ran through the tests on my home install. Don't get me wrong I spent many nights going through it all maybe why I found the test ok.

Can i run Twin & Earth outside under the edge of my house?
Twin and earth on its own isnt going to meet the requirements for burial. Why not use Swa ?

Should the armour of an SWA carrying twin and earth cables also be earthed (with banjos etc)
I assume said contractor is part of a Part P scheme (NICEIC, Napit, few others..) in which case complain to them. They'll investigate (in theory)...
