In practise no you could get away with fitting the wall light over the cable but you have to be careful when fixing the light to the wall and not damage the cable! It would IMO as just a humble spark be a rough job and I wouldn't dream of doing it, so with that thought in mind have you looked at trying an architrave box or some other type of slim-line containment which not only protects the connection/cable but also could provide a means of fixing the light and make it easier to replace the fitting at a later date rather than bursting the fabric of the wall and being able to fix a new light in the future.
I think you need to be guided by the manufacterers instructions with this. in both regulations 530.4 set of rergs and then 559.6.1.5, both these refer you to this.
I personally like to fit an architrave back box for termination, but often lights were so thin that that was not possible. Some wall lights even incorporate fixing tabs for cable, so I would as above go with the manufacterers instruction on this.
