What are the precautions to be taken, and the safe procedure to restore the power,
after the CU has been drenched with a water leak from the bathroom above?

Very possibly, replace EVERYTHING.

You at least need to strip everything down and make sure it's all dried out well, using a towel and a hair drier or something.

I'd imagine you'll find anything RCD-wise doesn't work any more

A good old isopropynol bath may help.

From my old council years the actions would be to disconnect equipment and make safe, then allow to dry out. Then re-instate upon obtaining successful IR readings, replacing any water damaged accessories. A consumer unit would always be changed due to the affect the water had on the switching mechanism's of the MCB's and RCD's. Depending on the severity of this leak, this may also be the case for you.
