Sorry, being a bit sarky, it could have some use if wired in series to limit current flow if the scissors had a dead short. I'm used to using test meters for testing

Totally correct Andy, joking aside this bloke is dangerous. He turned a regular cut cable repair into a video in which he demonstrated what a complete Dork, as someone put it, he is. If the commando socket or BS EN 60309, as some call them, is disconnected the ends will be live.Incredible.... That by-pass plug on his jiggery pokery unit gets me, it must have live pins on the loose plug top when not being used if I'm not mistaken! Correct me if I'm wrong .. People!
