It is not the DNO's job to provide short-circuit protection for wiring inside the property - the cutout is there to protect their service cable and meter from abuse. The only backup protection it has might be something very large at the substation. By keeping the tails short they reduce the risk of a damaged cable relying on the cutout to clear a fault.

And possibly other sensible reasons.
