So why do we think it sky rocketed?

Was it actually the ever growing number of reasons to have to far too regularly change consumer units that caused far more work and hence the same cowboy factor having more effect on the stats?

I also wonder how they can plot a peak for 2009 without data, as it does change the shape of the graph.

For all I despise Part P and the madness of the current arrangements, and the fact they simply don't deter cowboys anyway and just make things worse and more expensive for the rest of us...... can it really be true that the less likely the work is to need someone on the competent person scheme, the safer the work will be?! Not sure I buy that....

I don't believe that graph is using the correct data or it is incorrectly titled as those figures from memory when I did some research around 2016 / 17 don't wholy relate to the fire stats that detailed electrical distribution fires when the argument was put forward for non combustible consumer units

Part P has only ever been used by HMRC for enforcement purposes

Not just spy I know of a couple of guy's who were nailed for misdelaring their income as their Part P notifications and accounts didn't add up. They had notified some jobs on behalf of some mates and these tipped the balance although they earned very little or nothing from them HMRC didn't believe them and took them for the unpaid tax

Time to boycott Part pee and take a stand
 
The recession in 2008 may have caused a mass of DIY and by 2009 the poor wiring showed up?
Possibly and as we are in recession again this year I wonder if a shed load more DIY lectrics will see a bigger rise is dodgy work and fires

Could be. Also, could be the housing boom for the 10 years prior. After watching property ladder type shows, everyone and their mum was renovating properties as a sideline to their main job. Lots of DIY going on back then.

I watched one of these house renovations shows a couple years ago where the person a DIYer was doing up the house and said he re-wired and re-plumbed the house himself including a new combi-boiler

Part Pee and Gas safe Don't apply to DIY

The Gas Safe rules changed a few years ago to close that loop hole
