Norway or Sweden operates a system heavily based on rehabilitation rather than punishment and enjoys a much lower reoffending rate. Obviously there has to be an element of punishment but that could and should be the loss of liberty

I think it would be unfair to levy a local tax at school age children whereas those over 18 should contribute.

At the end of the day funds need to be raised and as more youngsters are staying and working from their parental home they should contribute...

Absolutely BUT it gave the biggest advantage to those who had the biggest houses, as they saved the most.

My plan is to combine the 2 schemes so that those with the most pay the most. Big house pays the most and with no upper limits.

11. Parents responsible for children up to the age of 21 - this has been in operation in Holland for years and does work.

1all people who work in public sectors are accountable for their mistakes and should be fired when they get it wrong
2 what parties say in the run up for election must be carried out
3 judges should be able to be sacked no jobs for life
4prisons should not be holidays your in prison because of what you have done , you should be made to work and your wages go to the victim or running the prison
5 prisons should be self sufficient and prisoners can grow food and do animal husbandry etc
6 more should be done in the training of teenagers etc every one should be helped getting a job
7 nhs should be overhauled
8 quangos should be at least 50% normal people and 1 unemployed person
9 mp's wages should be governed by computer each year 3 jobs should be picked highly skilled , skilled and unskilled .The wages added then divide by 3 so as the workers wages get better so do the mp's
10 a cut back or a deeper look into foreign aid , we too have problems

The problem with the NHS is a bit like asking your local Council where all the money goes.

I heard the other day, on the radio that about 75% of the NHS spend is now on "old" people and local Councils are weighed down by the pension commitments for all their staff, police and firemen.

I agree with others about more social housing...millions more. I had it in my 10 too. But I fundamentally disagree with looking at a house as a building and not a "home". Roof over your head for life guaranteed. Yes "some" oldies live in houses that are too large.....offer them something decent and reliable...maybe good-excellent sheltered housing ? But I would like to see the uncertainty of a roof over your head removed altogether. Our parents and grandparents would never have put up with it.....and neither should we after all them before us fought for this stuff just for us to say well im paying private so YOU should suffer too. Balls to the race to the bottom...race to the top instead.
