They are not Electricians then just glorified cowboys their scheme provider would pull them on it if they did it on their inspection date.... you have to separate the earth best by disconnection from Met so as it limit any possible parallel paths ive seen people just drop the bonding out but they leave main earth on not realising that the boiler supply is connected to both Gas and Water through earth and gives back the paths they though they had disconnected, obviously not the case if incoming services not in plastic...... the issue here isn't about domestic as it should always be done its when you come to large commercial and industrial where for obvious reason you will be required to shut full power down for the Earth removal to be done safely - this isn't always possible without weeks/months of planning as not every business out there is as flexible as the other to do so, this is where shortcuts do get made.
Was for the OPs benefit and yes ive expressed its not always possible but im thinking asking the question in the first place my answer is tailored for the OP and domestic.I never do.
