If it's an agreed limitation Paul that's fine, no one would turn power off in a hospital with out a shed load of forward planning. Too many people at risk and I certainly don't want someone's death on my conscience. In a domestic though there is no excuse for not doing it properly.
You have misinterpreted my response and i have already stated its tailored for the OP's domestic situe where simply been lazy and not doing it is cowboyish... i furthed this by noting that it is not always an option but expressed these are bigger installs commercial and industrial.... agree 'shortcut' probably the wrong word but it is in a sense that it saves a power down, time, money and inconvenience and yes is in the bigger world acceptable.So how far do you go with requesting the isolation of an installation to carry out a Ze with the removal of the main earthing conductor? Days, weeks, months? Do you sacrifice clients and refuse work purely because you cannot disconnect the main earthing conductor?
It's not short cutting and inspectors are not 'cowboys'. GN3 clearly states limitations are at client and inspectors discretions. I for one have never isolated one of our clients (hospital) installations to carry out a Ze by removal of the MEC.
I never do.
We cannot turn anything off in Telephone Exchanges...
