I was gona reply to this before i left for work, but gave up. But back home now having a beer.
Anyway I totally agree with E54 here.
So you have 3 options.
1 Decrease the Zs readings of the circuit by increasing the earth size or decreasing its resistance.

2 change MCB's to Type C, and hopefully your readings will then comply, im wondering why type D was installed, but without looking at the installation then its a guess.

3 disconect the Earth and make the outside stuff a distribution circuit and create a TT area where the max is then 1667.

But if you go with option 3 then as Im sure E54 will say Don't use a stick as a rod as all they are good for is poking apprentices that fall asleep...

Ps Ive had a beer so it may sound a pile of *****what Ive said. :)
