Looks like a capacitor, have you peeled a plastic sleave of it?

yes ,my motherboard only turn on ,when i put my finger on this component and it won't if i dont put my wet finger on it

The plastic sleave has all the information on it to source a replacement.

Oh and best not sticking your wet digits into electrical componemts unless you are very well insured.

It is the oscillator crystal for the real-time clock. You can get them easily e.g. on eBay or out of an old watch. Be aware that the crystal itself might not be the problem though, the associated capacitors or RTC itself might be faulty.

It could be dilithium. Most of them are quartz, but you never know, especially if it's the motherboard out of a warp-drive.

( My motherboard was on its last legs ... )
(died within a month .... )

If you do change the part ,there is a good chance
the PCs time keeping will drift more..
( but most use T-Internet as a source )
