I would never have two supplies to a heating system but seen it done many times by the wet trade!!!
As far as i would be concerned you need perm L, switched L, N &E which you obviously know. There might be a switchable /triple pole and earth socket out there for them to plug into at a later date :)

I always recommend the installation of mains interlinked smokes when i do a consumer unit upgrade. I tell the client it is not a regulation but my opinion on fire safety, It is up to the client to say no they do not want them and if they do i remove it from my quote.

Without carrying the correct tests, with the correct test equipment you can only second guess at faults.

They can be as the cost of the off peak supplying the storage heaters is cheaper then the day rate tariff of oil filled radiators. So this means the property is more energy efficient.......
