it isn't about the money really, its more about getting the quality and the light, the cost of lamps is a bit irrelevant when you explain that a decent gu10 costs 2.50 and an LED will last 6 times as long, that's without the energy saving costs or the grubby sparks to change the lamps.
been using a firm that have decent lights with a reasonably low failure rate but there customer service is shocking and have recently had a few customers looking for more light as I cannot find a product that is the same as a decent 12 volt 50W lamp in terms of brightness.

am I being thick here, I have never known the DNO to come in and change fuses, they generally ask us to change them when a builder pops them and nicks the one from the flat next door before walking away whistling the tune of rawhide.

its pure conjecture but I am thinking that the cabinet is introducing stray voltages and somehow this is getting to the copper pipework and its tripping the heating/hot water related circuitry and it doesn't trip every time because it takes a while for the stray current to build up enough ampies...
so the relay pair goes into the 0v on the rio, I think it was the 0v that has thrown me, should have gone with my initial thought of wiring it how I wired every other panel but didn't fancy blowing up the panel, and then I made the fatal of reading the instructions
