I think there was a thread on here a while back about DP spurs. When you switch some of them off they take out the rcd because the line and neutral dont disconnect at the same exact monent causing an imbalence in the circuit.

According to the yellow label you can only work on the system if you are NIC or ECA registared, looks like im out of work with my napit registration.
The meter is a good idea though.
Could you have run the loop out from the s/l of the first fitting causing the others to lose power when the first switches off then when it turns back on it automatically goes in to start up mode causing the repitive flashing for a few seconds
