I would advise returning to the seller and get a unit the doesn't require a neutral or a capacitor adding to the the circuit. Have they made any mention of capacitor rating etc?
The regulations changed a while ago and if the incoming services are plastic and do not introduce an earth potential they do not require bonding. Simplest way would be to employ a local electrician to carry out some basic testing to confirm whether or not bonding is required.
TBH the charger...
Yup, they use Multi-network SIM cards so are not restricted to one mobile provider. 2G is still the best technology for this type of use as it easily penetrated structures and has a good range, but still can suffer from poor reception in some areas.
The smart meter uses the mobile network to contact the supplier for monitoring etc, in poor reception areas this software jacks up the transmit power to try and get a better signal, this in turn can have a negative effect on RCDs.
One option is for the supplier to fit an external antenna which...
the NIC used to do a specific test sheet for portable units like this but they did away with it, I'll see if I have a copy anywhere.
Edit: I've found a copy online you might want to take a look at.
Probably has a copy of Adobe Acrobat. I have a copy of version 8.0 which is no longer supported which allows me basic editing of PDFs without having to buy or register the software.
Why would it 'fail' and EICR? I would only code that a C3 which would still attract a satisfactory report. If a special location is fed from part of the circuit then I would look at the existing lighting within the location and check that supplementary bonding is in place, if all is good then no C2.
Make sure you have it in your T&Cs including their right to cancel. Mine is less than 24 hours full rate, 48 hours half day and 7 days no charge, unless I hate the customer...
Double check the manufacturers instructions regarding the type of protective device required, you may require a C type to allow for in rush currents of the LED driver. This will have a knock on effect regarding the impedance of the circuit.
Telecoms is busy at the moment, with the pandemic the demand on the domestic comms side has increased substantially and providers are upgrading their systems, 5G roll out is picking up pace and the switch over to fibre optic internet for domestic is starting to increase in pace.
As for house...
