The backbox in the socket will be creating a cold spot allowing condensation to build up, it would be worth investigating behind it to see if you can insulate behind it.
Same here, normally just sits in it's box until needed, had mine around the same length of time and has proven to be really handy for channelling into concrete etc.
They either need to get the supplier in to fit two an additional meter so it can be billed separately or fit a sub meter and the customer bills the tenant direct at an agreed price.

If this is a standard UK ceiling rose then you will have a permanent line and neutral available at this point. Even if the rose has been replaced with a newer light fitting there will often be a L&N available.

Can you provide pictures of your exiting consumer unit, meter and suppliers equipment?
On face value it seems like a lot but several of those could be lumped together due to lack of RCD protection.
The contractor who installed the isolator quite possibly will have pictures of before and after work, ideally you need these. The meter seals appear to be intact so this is evidence pointing towards you have tried to tamper with the meter.
