TBH I think LAP have improved over the last couple of years, I've used a lot on rentals due to the usual cost cutting by landlords and they've held up well enough.

I've not used those before but other makes will allow any user to log in and do stuff as long as they have the specific information for that particular network.
That only covers on how to find the relevant information within BS7671 such as disconnection times, requirements for RCD protection, earthing conductor sizes and hundreds of other references.
It does not in any way cover how to inspect and test and installation, the courses I mentioned earlier...
Officially there's no requirement to hold any qualification to carry out periodic inspections but you must be competent. But to prove competency the easiest way is to hold one of the following qualifications, others are available:
C&G 2391 level 3 the older qualification
C&G 2391-51 Level 3...
The actual frame at the exchange would rise to mains voltage and as thousands of other phone lines are connected there potentially there could be a very serious issue. TBH with volt drop etc on the cables the voltage wouldn't be at mains RMS but would still nip a bit.
