1 - supply line
2 - load line
3 - supply neutral
4 - load neutral
Depending on the application you have in mind for this RCD it would need to be installed in a Legrand enclosure with the correct busbar and MCBs etc.

When Nader MCBs first emerged they were marked 'supply' and 'load', but the busbar fed them from the top in some applications, after several months we finally got a Chinglish answer from the manufacturers that it didn't matter in AC applications....

It's not uncommon to run a small supply, 20 amp for example, to run some sockets in an outbuilding then fuse down using an SFCU for the lighting circuit.
And yes, they would be covered by the existing RCD. Not an ideal set up as a fault on one circuit would take out several more.
Don't bother with split load, just use an RCBO board. However if the supply circuit is already RCD protected then you could just use MCBs.
But as you're planning on an EVCP you need to be aware of the requirements for specific types of RCD and have the correct one for the charger.

I only strip 6mm upwards but this can do down to 1.5mm.
Paid for itself on the first run but I do get a lot of large offcuts.
An electrician can install an EVCP however there's a lot of paperwork and hoops to jump through for registration, claiming grants etc so it tends to be more specialised installers that do it.
Those C2's aren't justified IMHO.

I'd be tempted to do two 4mm radials on 25 amp C type MCBs to 32 amp isolators. As the circuit is clipped this will give the future option of upgrading to 32 amp circuits if required. Isolator rather than Cdo Skt as this will negate the need for RCD if installation method permits.
