As above can be the SAB thats causing issues, check for continuity between negative (0v) and Tamper Return (TR) on the bell circuit in the panel - if no continuity then place a link in there to bypass the fault or take a look at the bell box itself to adjust tamper spring.

Another vote for Texecom Premier Elite panels, as Lee has already mentioned the Ricochet (wireless equipment) is brilliant if any additions/alterations are required at a later date.
Just a little update, lights all up and running on a C10 MCB's (highest Zs being 1.1 Ohms) with no issues when turning multiple switches on at the same time.
