if your submiting the job to nic then you need to do it within 25 days of completion.
the date of completion is the date on the installation cert...ie its not complete until the install cert is done.
so just do a new install cert and your away..
i assume you have only part rcd cover on your db...
i would say its not yet done as no installation cert has been done..
if you can do an installation cert then all will be good..
otherwise its up to how good your building inspector is...after all a pi will show it complys
