I would very much doubt it has anything to do with what your electrician has tested and by coincidence you have an appliance which has developed a small fault which your rcd is detecting.
It sounds like a neutral to earth fault somewhere in the installation. This is of course , a very vague guess and it would require someone with the correct test instruments to further investigate the problem.

The rubber (plastic ) pipe does not require to be bonded to earth. There is a test to prove this for conformation.

Previous records state the structural steel is bonded, and visually I can see 4x 25mm Earth wires leaving the main earth bar, I cannot trace the one going to the steel , though I suspect one of these does.

I think you have done the correct thing. I would assume it is the bad connection at the terminal which has caused this problem. Did you test the cable ? I would assume that once you had removed the damaged part , the cable would test ok?

I think it may be a proteus, but it really is much of a muchness. Even if you get an exact match, it's going to look out of place being all new and shiny anyway.
