Think I might have noticed something that no one else has. Is the enclosure plastic? If so, there appears to be NO means of main earth. These needs checking by a qualified sparky!
Could be a faulty switch contact in the Fused spur, I've had it with a brand new socket once. You need to disconnect the New Fused spur and do a continuity test between the supply or feed terminals and the Load or Out terminals. Really you should be doing End to End tests on the ring circuit...
Might be useful to check if a smoke alarm has been wired to the switch live. This makes an incandescent bulb glow when the switch is turned off and might be the source of your 10V.

Did a board change yesterday and the customer said the cooker switch is a bit wobbly. Took the face plate off because the polarity was wrong anyway and found out why it wobbled! Take a look Q¿Q
Steamboat, I've never had a problem with flyleads on RCBOs, usuallt there's too much flylead, but if it's 4/5 circuits it may have to be a 10 Way Enclosure anyway. Loads a room!
A Short term solution is to replace with a 100ma RCD (£18.33 Inc VAT from TLC Direct) and a 2 Module Enclosure (£4.69 Inc VAT from TLC Direct) and advise that a board change is required. That way you've left it no less safe than it was. But usually where there's a ELCB there's a wylex board, so...
My Dad just mentioned it could be something do do with a two way switch, switching the Live to neutral when you turn off the switch. That would explain the RCD not tripping, as there is no leakage, just a short circuit.
