I am a Electrical Trainee, I spent seven and a half years in the marines and then started driving hgv's when I left. I didnt really know what was required to be a proper electrician and was seduced by the short course and the MOD paid for some of it.
I have a triple extension ladder and an ankalad ladder stabiliser. I can use it like a combination ladder and the ankalad eliminates the risk of the ladder tipping sideways.
if you're moving stuff around and not removing it then the cable if buried is going to require protecting by rcd or earthed metal conduit or surface mounting. if you're putting new sockets in then they need rcd protection.
if you are modifying circuits that enter the bathroom then they need rcd protection. just quote for the job including adding a new consumer unit. don't be turning jobs down just because you need to add an rcd.
They only have to maintain an earth if they supplied it in the first place. If he says its not a proper earth what he means is the dno didn't supply it so they wont maintain it.
of course its better to protect the whole circuit but if that is not an option then you have to use other options. if the customer doesn't want to pay for it then don't do the job.
you need very little space for a stand alone rcd but if you really cant fit it in then either use an rcd fcu or an rcd socket and keep the cable surface mounted . don't just go ahead and stick it in anyway if it doesn't comply
