The obvious one that springs to mind was him taking down a wall and then jointing cables in a wago box and ----ing it up into the ceiling and calling it MF. The materials and method he used did not constitute a MF junction box. I politely noted it on his comments and he removed the comment ?

I'd say they should be fitted. Given the cost how would it look if someone was killed and the owner wanted to save a few quid (Scottish quid of course)?! Risk assess it and you'd not be able to not justify fitting one.
Have you considered the short circuit ratings - Ics against the Icn values? Is the unit just foooked due to the magnitude of the fault? If so its done its job and just requires replacement?

C1 or C2 depending on my engineering judgement, but a missing blank giving rise to immediate access to live parts is a C1 IMHO.
Other than that I cant comment upon your theoretical scenario and it would be futile to do so ?
Missing blank is a C1 any day of the week.
