I couldn't see that you had priced for running a supply from the intake to the 2nd CU upstairs? Have you factored in parking, parking tickets etc (if relevant)? For the area I think your price is a bit on the light side.
They can’t run a viable business at £35 per hour. I’d guess that Aberdeen is affected by offshore sparks doing ‘foreigners’ when back on shore. Don’t try and compete with them as you’ll never win.

You can’t run a business at £20 per hour. I’d suggest those charging that don’t have a true handle on their business outgoings. In this day and age with various costs I be looking at £50 per hour as a minimum.

I've done the old and new 2391. On the new one less that 30% of people passed the theory so didn’t continue on to the practical. The course does assume you are confident with testing for the practical side of things. There is no training on how to use a test meter etc

You don't need the internet to use an Easycert certificate. You only need the internet connection to send it. I've used it for years and am NICEIC. Never been an issue with any NICEIC 'assessor'. They probably just want you to use the NICEIC software so they make more money from you!

Why would you want to hang that many MCBs off of 2 RCDs? It's just asking for trouble now or in the future.
Why not just ask your wholesalers to sort it out - thats what I would do. Tell them the space dimensions you have for the CU and your desired layout?
Not sure that there is a DIY solution. Either a new CU with SPD built in or a stand alone SPD before the existing board. Also modern protective devices found in a consumer unit will behave with a different character to you Hager cartridge fuses and give better protection to you household circuits..
