Using a fused 80A switch at origin to protrect SWA running to consumer unit on upstairs flat.

after some advice, need to replace existing 16mm tails as part of a consumer unit change. Existing tails appear to be run in cavity for 1 m to existing fusebox mounted on interior wall, from external meter cupboard.
intend to pass new 25mm tails & 16mm main earth thru the cavity wall...

I have read various opinions on this but:
Should the meter tails be changed to 25mm even on a 60A fuse - in which case the fuse is not protecting the tails?
